La tarification municipale au Québec : Bilan et perspectives
This report explores how Quebec municipalities finance their services with user charges and fees to identify if these sources can help in the diversification of municipal revenues. The research focuses more specifically on water charges, garbage, parking (meters and permits), three recreational activities and two urban planning services. The analysis uses survey data supplemented by administrative information: it covers 404 local entities (municipalities and boroughs). The results are compared with the pricing principles identified in the economic literature. Quantitative analyses contribute to the identification of some factors influencing the use of pricing. A look at what is done elsewhere helps flag potential path for the diversification of municipal revenue.
