Catherine Beaudry

A CIRANO Researcher and Fellow since 2002, Main Researcher of the theme Innovation and Digital Transformation at CIRANO, Catherine Beaudry is Full Professor in the Department of Mathematics and Industrial Engineering at Polytechnique Montréal. She holds the Canada Tier I Research Chair in the Creation, Development and Commercialization of Innovation (Innovation Chair) at Polytechnique Montréal and leads the Partnership for the Organization of Innovation and New Technologies (4POINT0). She is also a member of the Board of Directors and Program Committee of the Social Sciences and Humanities Research Council (SSHRC), a member of the Board of Directors of QuébecInnove, a member of the Centre interuniversitaire de recherche sur la science et la technologie (CIRST), an associate professor at UQAM and a founding member of the "Global Young Academy".

Catherine Beaudry is a Rhodes Scholar and holds a Ph.D. and Master's Degree in Economics from Oxford University. From her studies in electrical engineering specializing in space technology, she kept a deep interest in technology, science and innovation.

Charles Bellemare

A CIRANO Researcher and Fellow since 2004, Charles Bellemare is Full Professor in the Department of Economics at Université Laval. He is also a member of Disability, Employment, and Public Policies Initiative (DEPPI).

Holding a Ph.D. in Enonomics from CentER, Tilburg University, his research interests focus on the study of the economic performance of immigrants, microeconometric methods and behavioural and experimental economics.

Sophie Bernard

A CIRANO Researcher and Fellow since 2011, Main Researcher of the theme Sustainable Development and Agri-Food, Sophie Bernard is Full Professor in the Department of Mathematical and Industrial Engineering at Polytechnique Montréal.

Holding a Ph.D. in Economics from the University of Ottawa, Sophie Bernard then did a postdoctoral fellowship at the Paris School of Economics.

Sophie Bernard specializes in public policy for the environment and the management of end-of-life products. In particular, it works on remanufacturing, recycling, eco-design incentives for products and international trade in waste. She is particularly interested in the illegal waste market and extended producer responsibility. These subjects are part of the broader theme of the circular economy for which she has developed expertise.

Roxane Borgès Da Silva

A CIRANO Researcher and Fellow since 2015, Vice-President Research Funding, responsible of the CIRANO Pole on the Efficiency of Health Services and Policies and Main Researcher of the theme Demography and Health, Roxane Borgès Da Silva is Associate Professor in the Department of Management, Evaluation and Health Policy at the École de santé publique de l'Université de Montréal.

Holding a Ph.D. in Health Administration from the Université de Montréal, her research interests focus on the analysis and evaluation of health service organization and the development of performance and quality indicators. She is particularly interested in the evolution of the organization of front-line services and its effects on the use of population health services. She is also interested in the effects of health policies related to the organization of health services, professional practices and collaborations.

Marcel Boyer

Marcel Boyer (M. Sc. and Ph.D. economics, Carnegie-Mellon University; M.A. economics, Université de Montréal) is presently Emeritus Professor of Economics at the Université de Montréal; Associate Member of the Toulouse School of Economics (TSE, member of TSE Sustainable Finance Center) and the Institute for Advanced Study in Toulouse (IAST); Distinguished Associate Fellow, Montreal Economic Institute; Fellow of CIRANO and of the C.D. Howe Institute (Toronto); Academic Affiliate of Analysis Group (Montréal, Boston); Member of the Governance Committee of the “Sustainable Finance and Responsible Investment” AFG Chair at École Polytechnique de Paris and Université de Toulouse; and Member of the C.D. Howe Institute Competition Policy Council.

He taught economics at York University (1971-1973), UQÀM (1973-1974) and Université de Montréal (1974-2008), where he held the Jarislowsky-SSHRC-NSERC Chair in Technology and International Competition of École Polytechnique (1993-2000) and the Bell Canada Chair in Industrial Economics (2003-2008).

Marcel Boyer is Knight of Ordre National du Québec (2021), Officer of the Order of Canada (2015), Laureate of the Léon-Gérin Prize for career excellence in Humanities and Social Sciences (Prix du Québec, 2015), Honorary Fellow of the French Association of Environmental and Resources Economists (FAERE, 2014), Honorary Fellow of the Canadian Economics Association (2013). Following his public lecture at Collège de France in 2005, the latter honored him with the Médaille Guillaume-Budé. Laureate of the Marcel-Vincent Prize (ACFAS, 2002), Fellow of the World Academy of Productivity Science (2001), Fellow of The International Journal of Industrial Organization,(1997), Laureate of the Distinguished Guest Professor Award (Wuhan University of Technology, 1995). He is elected Fellow of the Royal Society of Canada (Academies of Arts, Humanities and Sciences of Canada, 1992) and Laureate of the Marcel-Dagenais Prize (Société canadienne de science économique, 1985), of the Endowment-for–the–future Distinguished Scholar Award (University of Alberta, 1988), and of the Alexander-Henderson Award (Carnegie-Mellon University, 1971).

His recent article « The determination of optimal fines in cartel cases: Theory and practice” (with Marie-Laure Allain and Jean-Pierre Ponssard), Concurrences – Competition Law Review 2011, was chosen as Best Academic Economics Article - 2012 Antitrust Writing Awards (Institute of Competition Law and George Washington University Law School). His recent article “Alleviating Coordination Problems and Regulatory Constraints through Financial Risk Management” (with Martin Boyer and René Garcia), Quarterly Journal of Finance 3(2) has received the Outstanding Paper Award 2015 of the Midwest Finance Association. His recent book Réinventer le Québec: Douze Chantiers à Entreprendre (with Nathalie Elgrably; Stanké 2014, 176 pages) was among the four finalists for the 2014-15 Donner Foundation Prize for the best book on public policy written by a Canadian.

Author or coauthor of over 330 scientific articles and papers and public and private reports, Professor Boyer currently conducts research in the areas of investment valuation (risk, flexibility, and real options); efficient organizations and public policies (water markets; competitive social-democracy); inequalities; value and cost sharing; and law and economics (cartels, anti-competitive practices, environmental liability and other issues, intellectual property rights). Marcel Boyer has acted as expert economist on behalf of several national and international public and private corporations and organisations, and has testified as expert witness before various organizations and tribunals: arbitration tribunals, Copyright Board of Canada, Québec Energy Board, Superior court of Québec (in both civil and criminal cases), Court of Queen’s Bench of Saskatchewan, Superior Court of Ontario, Supreme Court of British Columbia.

Bryan Campbell

A CIRANO Researcher and Fellow since 1998, Bryan Campbell is Emeritus Professor in the Department of Economics at Concordia University.

Holding a Ph.D. in Economics from the Université de Montréal, he specializes in macroeconomics and econometrics. His research focuses on financial econometrics and the application of nonparametric tests to the evaluation of macroeconomic forecasts.

Marie Connolly

A CIRANO Researcher and Fellow since 2009, Marie Connolly is Full Professor in the Department of Economics at the École des sciences de la gestion of the Université du Québec à Montréal (ESG UQAM) and Vice Dean of Research at ESG UQAM. She is also founder and director of the Research Group on Human Capital.

Holding a Ph.D. in Economics from Princeton University, her research is primarily empirical and touches upon various topics in labor economics, such as social mobility, the formation of human capital, the gender wage gap, subjective well-being, women’s labor force participation and the evaluation of public policy. She is also interested in the economics of popular music, including the resale of concert tickets and the environmental practices of rock bands.

Her work as been published in the Journal of Labor Economics, the Journal of Economic Behavior and Organization and the Canadian Journal of Economics, among others.

Nathalie de Marcellis-Warin

A CIRANO Researcher and Fellow since 2003, Nathalie de Marcellis-Warin has been President and Chief Executive Officer of CIRANO since 2016, has been leading the Baromètre CIRANO project on risk perception in Quebec, which annually collects data on Quebecers' concerns on 47 social issues since 2011, is responsible of the CIRANO Pole on the Socio-economic Impacts of Digital Intelligence and Main Researcher of the theme Innovation and Digital Transformation. Nathalie de Marcellis-Warin is Full Professor in the Department of Mathematics and Industrial Engineering at Polytechnique Montréal. She is also a Visiting Scientist at Harvard T. Chan School of Public Health and an associate researcher at the Institute for Data Valorization (IVADO).

Holding a Ph.D. in Management Science (in risks and insurance management) from École normale supérieure de Cachan, her research interests focus on risk management and decision-making in different risks and uncertainty contexts as well as public policies. Her research combines economic analysis, cost-benefit analysis, survey data analysis, and more recently massive unstructured data analysis.

In 2008 she created the RISQH network to raise awareness and share experiences on risks management, and patient safety and quality of care in health care facilities.

She participated in the creation of the Montreal Declaration for a Responsible Development of AI.

She is also co-PI of the "Monitoring and Surveys" function at the International Observatory on the Societal Impacts of AI and Digital Technology.

She has published numerous scientific articles, several books and more than 30 reports for government and other organizations. She has given more than a hundred conferences and is regularly solicited to speak in the media.

Benoit Dostie

A CIRANO Researcher and Fellow since 2001, responsible of the CIRANO Pole on the Socio-economic Impacts of Digital Intelligence and Main Researcher of the theme Innovation and Digital Transformation, Benoit Dostie is Full Professor in the Department of Applied Economics at HEC Montréal and Academic Director of the Centre interuniversitaire québécois de statistiques sociales (CIQSS).

He also holds the Power Corporation of Canada Chair in Labour Relations, Compensation and Benefits.

Holding a Ph.D. in Economics from Cornell University, his research interests are labour economics and applied econometrics.

Raquel Fonseca

A CIRANO Researcher and Fellow since 2012, Raquel Fonseca is Professor in the Department of Economics at the École des sciences de la gestion of the Université du Québec à Montréal. She is also co-holder of the Research Chair in Intergenerational Economics (CREEi), researcher and laboratory director at Centre de recherche de l’Institut universitaire de gériatrie de Montréal (CRIUGM), researcher at Centre de recherche sur les risques, les enjeux économiques, et les politiques publiques (CRREP) and Affilated Adjunct Economist at RAND Corporation.

Holding a Ph.D. in Economics from the University of Louvain, her research interests are health economics, pension systems, retirement and aging, poverty, entrepreneurship and labor markets.

Bernard Fortin

A CIRANO Researcher and Fellow since 1994, Bernard Fortin is Professor Emeritus in the Department of Economics at Université Laval.

Canada Research Chair for from 2001 to 2015, Bernard Fortin has distinguished himself in several subfields of his discipline, including labour economics, economic analysis of social interactions, and health economics.

Professor Fortin has been a visiting scholar at leading universities and research centres such as MIT, Columbia University, Paris School of Economics, Université de Paris 1 Panthéon-Sorbonne, Aix-Marseille University, Virginia Tech University, Université Lumière Lyon 2, and the Center for Research in Economics and Statistics (France). He is also a highly regarded educator who has supervised or co-supervised 80 master’s students, 23 PhD candidates, and 10 postdoctoral fellows.

He is a member of the Royal Society of Canada since 2000.

Pierre Fortin

Pierre Fortin is Professor Emeritus of Economics at the École des sciences de la gestion of the Université du Québec à Montréal, a Fellow of the C.D. Howe Institute, a Fellow of the Royal Society of Canada, and former President of the Canadian Economics Association.

His research interests include economic growth and fluctuations, monetary and fiscal policy, social policy and public finance.

He was a member of the Committee of Economic Advisors to the Minister of Finance of Canada and Senior Economic Advisor to the Premier of Quebec. He has chaired government working groups on business investment, income security and the agri-food industry.

He has received the Governor General's Gold Medal, the Association canadienne-française pour l'avancement des sciences award, the Douglas Purvis Memorial Award (for best publication in the field of economic policy in Canada), and four times the National Magazine Awards Foundation Gold Medal (for best regular column in a Canadian magazine). He is Commander of the Order of Montreal and Knight of the Order of Quebec.

He holds an M.Sc. in Mathematics from the Université de Montréal and a Ph.D. in Economics from the University of California, Berkeley.

Robert Gagné

A CIRANO Researcher and Fellow since 1999, Robert Gagné is Full Professor in the Department of Applied Economics atHEC Montréal. He is also the Director of the Centre for Productivity and Prosperity and Associate Director of the Research and Knowledge Transfer of HEC Montréal.

Holding a Ph.D. in Economics from the Université de Montréal, his main fields of interest are applied econometrics, industrial organization and public policies.

He was Co-chair of the Council of the Federation Advisory Panel on Fiscal Imbalance in 2005-2006 and was Chair of the Task Force on Tax Assistance for the Resource Regions and the New Economy in 2007-2008. In 2009-2010, he acted as Co-Chair of the Advisory committee on Quebec’s Public Finances.

Marcelin Joanis

A CIRANO Researcher and Fellow since 2008, Main researcher of the theme Economic and Fiscal Policy and Researcher in charge of the "Le Québec économique" project, Marcelin Joanis is Full Professor in the Department of Mathematics and Industrial Engineering at Polytechnique Montréal. He is also Director of the Research Group on Management and Globalization of Technology (GMT).

Holding a Ph.D. in Economics from the University of Toronto, his main research interests are public economics, public finance and policy analysis.

A specialist in public economics, his research focuses on public finance, public infrastructure, regional economics, fiscal federalism and political economy. His publications in international peer-reviewed journals include articles in the Journal of Development Economics, Fiscal Studies, Public Choice, Economics and Politics et Applied Economics. He has participated in research projects at CIRANO with several partners on topics ranging from public procurement to public debt, education economics, regional development, health financing and intelligent electronic markets.

He previously held positions as Economist in the federal government (Ministry of Finance) and the Government of Québec (Commission on Fiscal Imbalance) and recently worked as Consultant with the World Bank and the Auditor General of Quebec. Before joining Polytechnique Montréal in 2014, he was Associate Professor in the Department of Economics at the Université de Sherbrooke.

Robert Lacroix

A CIRANO Researcher and Fellow since 1994, Robert Lacroix is Emeritus Professor and Emeritus Rector of the Université de Montréal.

Holding a Ph.D. in Economics from the University of Louvain, his research interests are the economics of labour and human resources, the organization of work within firms and the impact of organizational patterns on employee performance, and the economics of scientific progress and innovation.

Robert Lacroix was Professor in the Department of Economics at the Université de Montréal from 1970 to 2006. He held various positions at the Université de Montréal, including that of Director of the Department of Economics and Director of the Centre of Research in the Economics of Development (CRDE). From 1987 to 1993, he served as Dean of the Faculty of Arts and Science at the University, and from 1994 to 1998 he was President, CEO and Co-Founder of CIRANO. Robert Lacroix was Rector of the Université de Montréal from June 1998 to May 2005. He was appointed Emeritus Professor of the Université de Montréal in May 2006 and first Emeritus Rector of this institution in May 2011.

Robert Lacroix was a member of the Board of Directors of the Association of Universities and Colleges of Canada (President 2001-2003), President of the Conference of Rectors and Principals of Quebec Universities (2003-2005), Member of the Boards of École Polytechnique, HEC-Montréal, Member and Chair of the Board of the Canada-United States Educational Exchange Foundation (Fulbright Program), Founding Board Member of the Trudeau Foundation, Board Member of the Board of Trade of Metropolitan Montreal and Member of the National Council of Statistics.

In 2005-06 he was a member of the Equalization Expert Group of the Federal Government. From 2007 to 2011, he was a member of the Public Service Advisory Committee appointed by the Prime Minister of Canada. His economic expertise and experience in managing a large organization have led him to sit on the boards of major companies including Industrial Alliance, CAE, Jean Coutu Group and Pomerleau inc.

Robert Lacroix is ​​the author numerous books, book chapters, scientific articles and research reports in labor economics and human resources as well as in economics of technical progress and innovation. His last two books were finalists in the 2010 Donner Prize (Le CHUM, une tragédie québécoise, Boréal) and the Donner Prize 2015 (Les grandes universités de recherche, Presses de l’Université de Montréal / Leading Research Univrsities in a Competitive World, McGill-Queen's University Press).

He is a Member of the Order of Canada, an Officer of the National Order of Quebec, an Officer of the Order of Academic Palms of France and a Member of the Royal Society of Canada.

In 2001, he received the Outstanding Career Award from the National Policy Research Initiative (Ottawa), and in 2002, was named a member of the Academy of Great Montrealers and received the Government of Quebec's Armand-Frappier Award in recognition of his outstanding contribution in the area of ​​administration and promotion of research.

He holds an honorary doctorate from Lumière University Lyon 2, McGill University, the University of Western Ontario, the University of British Columbia and the University of Ottawa.

André Lemelin

A CIRANO Researcher and Fellow since 2013, André Lemelin is Honorary Professor at the Urbanisation Culture Société Research Centre of the Institut national de la recherche scientifique (INRS).

Holding a Ph.D. in Economics from Harvard University, he is mainly interested in Computable General Equilibrium (CGCM) models.

He was Professor in the Department Economics at Université Laval (1978-1983), before joining the Urbanisation Culture Société Research Centre of the Institut national de la recherche scientifique (INRS).

He was co-head, with Bernard Decaluwé of Université Laval, of the design and development of a calculable general equilibrium model of Quebec for the Ministère des Finances du Québec, with the collaboration of the Institut de la statistique du Québec (2000-2005).

He is also a co-author of the CGE models of the PEP standard series and is a resource person in the Partnership for Economic Policy's Modeling and Policy Impact Analysis (MPIA) program.

He has also developed an expertise in the development of regional statistics: thus, in collaboration with the Institut de la statistique du Québec, he has devised a method that ISQ applies annually to estimate the GDP by industry of the administrative and metropolitan areas.

Based on his experience, he has since 2015 been developing a computable dynamic sequential general equilibrium model of the regions of Quebec (in partnership with Véronique Robichaud).

Finally, André Lemelin has published a manual of quantitative methods applied to urban and regional studies, in Spanish and French (e-book), the result of 14 years of teaching to students more focused on a qualitative approach to research.

Nicolas Marceau

inister of Finance and Economy of Quebec from 2012 to 2014, and Member of Parliament for Rousseau at the National Assembly of Quebec from 2009 to 2018, Nicolas Marceau is a Quebec academic.

Mr. Marceau is currently a full professor in the Department of Economics at the Université du Québec à Montréal. He has been teaching at this institution since 1996. He was also an assistant professor in the Department of Economics at Université Laval from 1992 to 1996. He received his PhD in Economics from Queen's University in 1992.

From 2002 to 2005, Mr. Marceau was Director of the Interuniversity Centre on Risk, Economic Policies and Employment (CIRPÉE). In 2001-2002, Mr. Marceau was a member of the Commission on the Fiscal Imbalance of the Government of Quebec.

Mr. Marceau is author and co-author of numerous publications, including several in leading academic journals (American Economic Review, Journal of Public Economics, Economic Journal, International Economic Review, Journal of International Economics, Journal of Development Economics). He has given lectures and participated in seminars at several universities in Quebec, Canada and around the world. His research and teaching areas are public economics and economic analysis of law.

Jean-Philippe Meloche

A CIRANO Researcher and Fellow since 2015, Main Researcher of the theme Territories, Jean-Philippe Meloche is Associate Professor at the École d'urbanisme et d'architecture de paysage of the Université de Montréal. He is also the Director of the École d'urbanisme et d'architecture de paysage of the Université de Montréal.

He is also Researcher at the Ivanhoe Cambridge Observatory of Urban and Real Estate Development, Member of the Réseau Villes Régions Mondes (VRM) and Member of the Sustainable Mobility Observatory.

Holding a Ph.D. in Geography from the Université de Montréal, he specializes in urban economics, local and regional economic development. He is particularly interested in the real estate market and urban infrastructure. His most recent research focuses on Quebec's local public finances and urban transportation.

Pierre-Carl Michaud

A CIRANO Researcher and Fellow since 2012, Vice-President Strategy and Government Relations and Main researcher of the theme Health, Pierre-Carl Michaud is Full Professor in the Department of Applied Economics at HEC Montréal. He is also holder of the Research Jacques-Parizeau Research Chair in Economic Policy and Scientific Director of the Retirement and Savings Institute at HEC Montréal.

Holding a Ph.D. in Economics from CentER,Tilburg University, his research aims to understand specific behaviours over the life cycle, including those related to savings, insurance and pension plans, as well as investments in health and the economic consequences of demographic change.

His work has been funded by many organizations and his research is published in the best journals in economics, demography and public health. In 2018, he received the Marcel-Dagenais Prize from the Canadian Society of Economics for his research.

Claude Montmarquette

A CIRANO Researcher and Fellow from 1994 to 2021, Claude Montmarquette was Emeritus Professor in the Department of Economics at the Université de Montréal.

Holding a Ph.D. in Economics from the University of Chicago, he held the Caisse de dépôt et placement du Québec Chair in Experimental Economics at the Université de Montréal and was President and CEO of CIRANO for more than seven years.

Over the course of his career, Professor Montmarquette has been a visiting professor at several universities. He has chaired and participated in numerous committees for the Government of Quebec and has served on many others, both nationally and internationally. He was an elected Fellow of the Royal Society of Canada (1998) and a Member of the Order of Canada in 2013. He also received the Queen Elizabeth II Diamond Jubilee Medal the same year. Claude Montmarquette received an honorary Doctor of Laws degree from McGill University in 2013. In 2016, he was appointed Commander of the Order of Montreal. In 2019, he was named an Officer of the Ordre National du Québec and received the Gérard Parizeau Prize for his work in educational economics.

He is the author or editor of 11 books, 90 scientific articles, and more than 60 public policy papers.

Ingrid Peignier

Ingrid Peignier is Senior Director of Partnerships and Research Valorization and Projects Director at CIRANO.

A graduate engineer from École des Mines d'Alès (EMA) and holder of a master's degree in industrial engineering from Polytechnique Montréal, her fields of expertise mainly involve the identification, evaluation, management and communication of risks in various fields such as the transportation of hazardous materials and underground infrastructure failures.

Jacques Robert

A CIRANO Researcher and Fellow since 1994, Jacques Robert is Full Professor in the Department of Information Technologies at HEC Montréal.

Holding a Ph.D. in Economics from the University of Western Ontario, his research interests include applied game theory, mechanism design and experimental economics, and information technology education.

After 12 years as a professor in economics, he joined HEC Montréal in 2001. He was Director of the Department of Information Technologies of HEC Montréal between 2010 and 2016 and Associate Director of Research and Transfer from 2014 to 2019. Since June 2019, he has been Directo of the Direction de l’innovation et du développement pédagogique.

Bernard Sinclair-Desgagné

A CIRANO Associate Researcher and Fellow since 1994, Bernard Sinclair-Desgagné is Professor at the SKEMA Business School. He is also Researcher at the Groupe de recherche en droit, économie et gestion (GREDEG) of the Université de Nice Sophia-Antipolis.

Holding a Ph.D. in Managerial Economics and Operations Research from Yale University, his main research areas are the economics of incentives and organization, environmental economics, and risk management.

He taught successively at INSEAD and Polytechnique Montréal and HEC Montréal.

In 2004, he was nominated a Fellow of the European Economic Association. In 2006, he won (with co-author Pauline Barrieu of the London School of Economics) the Finance and Sustainability European Research Award for the article “On Precautionary Policies” published in Management Science. He is currently an associate editor of Resource and Energy Economics and the International Review of Environmental and Resource Economics.

His publications can be found in major journals such as Econometrica, Management Science, the Journal of Environmental Economics and Management, the Journal of Regulatory Economics, and the Journal of Law, Economics and Organization.

France St-Hilaire

France St-Hilaire is vice-president of research at the Institute for Research on Public Policy (IRPP). She oversees the Institute’s research agenda and coordinates certain projects on economic and social policy. France has written extensively on public finance, social policy and fiscal federalism. She has also co-edited several IRPP volumes, including Income Inequality: The Canadian Story (2016), Northern Exposure: Peoples, Powers and Prospects in Canada’s North (2009), A Canadian Priorities Agenda: Policy Choices to Improve Economic and Social Well-Being (2007), and Money, Politics and Health Care: Reconstructing the Federal-Provincial Partnership (2004).

Before joining the IRPP as a research director in 1992, she worked as a researcher at the Institute for Policy Analysis at the University of Toronto and in the Department of Economics at the University of Western Ontario. She holds a graduate degree in economics from Université de Montréal.

Yves St-Maurice

Yves St-Maurice holds a master's degree in management sciences specializing in applied economics from HEC Montréal. He is an economic consultant and collaborates as a research professional with the Chair in Taxation and Public Finance Research at the Université de Sherbrooke. He is also Chair of the Public Policy Committee of the Association des économistes québécois. Prior to that, he was Senior Director and Assistant Chief Economist of Economic Studies at Desjardins Group, where he spent a large part of his forecasting career during the 1990s.

Mr. St-Maurice was also Associate Director of Economic Services at the Conference Board of Canada in Ottawa where he led several international economic forecasting modelling projects and conducted numerous studies on fiscal imbalance, regulation and public finance. He was also a member of the Commission d'examen de la fiscalité québécoise (2014-2015).

Dalibor Stevanovic

A CIRANO Researcher and Fellow since 2011, responsible of the CIRANO Pole on Modeling and Main Researcher of the theme Economic and Fiscal Policy, Dalibor Stevanovic is Associate Professor in the Department of Economics at the École des sciences de la gestion of the Université du Québec à Montréal and co-holder of the Chair in Macroeconomics and Forecasting at ESG-UQAM.

Holding a Ph.D. in Economics from Université de Montréal, his research interests are time series econometrics, automatic learning and massive data, with applications in macroeconomics and finance.

After a bachelor's and master's degree in economics from Université Laval in Quebec City, Dalibor Stevanovic obtained his doctorate under the supervision of Jean-Marie Dufour and Jean Boivin. He then did a postdoctoral fellowship as part of the Max Weber programme at the European University Institute in Florence.

François Vaillancourt

A CIRANO Researcher and Fellow since 2004, François Vaillancourt is Emeritus Professor in the Department of Economics at the Université de Montréal.

Holder of a PhD in economics from Queen's University (1978), he published over 300 texts, particularly on intergovernmental financial relations, the complexity and impact of Canadian taxation, the cost-effectiveness of linguistic studies and attributes, and the economics of language policies.

Named a Fellow of the Royal Society of Canada in 2009, he received an honorary doctorate from the University of Geneva in 2021 for his work on the economics of language issues. Over his career, he has been a Fulbright Canadian Research Scholar in Kennesaw (2007) and a Shastri Lecturer in India (1993). He has been a visiting professor/researcher at the Andrew Young School of Policy Studies in Atlanta (2007 and 2009), FUCaM (Mons, Belgium, 2006), École Normale Supérieure de Cachan (Paris, 2006 and 2008), the University of Toronto (1991) and the Australian National University (1991). He was also research coordinator for the MacDonald Commission (1983-1986) and associate editor of Canadian Public Policy-Analyse de Politiques (1986-1995). He has acted as a consultant for various national (including CIDA, House of Commons Standing Committee on Finance, Commission Séguin, Law Reform Commission of Canada, Conseil de la Fédération, Conseil de la langue française du Québec, CSST, Finance Canada, Forum of Federations, Federal Expert Panel on Equalization Reform, Institut Fraser, Office de la langue française, Statistics Canada and the Auditor General of Canada and Quebec) and international organizations (AFD, World Bank, IMF, OECD, UNDP). He has worked in 35 countries/entities on issues of regional and local financial resources (taxation, transfers) and provided training in this field for the African Tax Institute, the Andrew Young School of Policy Studies, the World Bank, the IMF, and the Hague Academy for Local Governance.

Ari Van Assche

A CIRANO Researcher and Fellow since 2005, Main Researcher of the theme World Economy, Ari Van Assche is Full Professor in the Department of International Business at HEC Montréal. He holds a Professorship in Educational Innovation on Economic Diplomacy at HEC Montréal. He is also a Research Fellow with the Institute for Research on Public Policy (IRPP), as well as Deputy Editor of the Journal of International Business Policy.

Holding a Ph.D. in Economics from the University of Hawaï at Manoa, his research focuses on the organization of global value chains and their impact on international trade policies.

In 2018, Redesigning Canadian Trade Policies for New Global Realities, a book he co-authored with Stephen Tapp and Robert Wolfe, took the Doug Purvis Memorial Prize from the Canadian Economics Association and the Roger Charbonneau Award from HEC Montréal. He is also a three-time winner of the award for the most promising scholar under 40 from the Academy of International Business, in 2011, 2012 and 2015.
