In March of 2022, the Government of Quebec has mandated the Commissioner of Health and Welfare (CHW) to “review the performance of Home Care Services (HCS), the effectiveness of such programs and their equity”. The CHW has mandated the CIRANO to conduct a study on these issues. In this report, the authors examine certain innovations in home care and services (SSAD) in Quebec in order to identify normative and governance barriers to their deployment and measure their costs and benefits. Potential solutions are proposed to maximize the deployment and sustainability of SSAD innovations in Quebec.
