Conference - Equity and financial protection for efficient universal health coverage

This conference, organized by the CIRANO Pole on the Efficiency of Health Services and Policies, the  Commissaire à la santé et au bien-être of Québec and the Centre de recherche en santé publique, took place on October 18, 2022.

Enhancing equity (e.g., equalizing health among individuals in a given population) and protecting against financial risk (e.g., preventing impoverishment due to the financial consequences of illness, such as out-of-pocket costs for health care) are fundamental goals of health systems.

Stéphane Verguet, Associate Professor of Global Health in the Department of Population and Global Health at the Harvard T.H. Chan School of Public Health and faculty member at the Harvard Center for Health Decision Science, discussed how to explicitly include these redistribution and equity goals in economic evaluations and public health priority setting. He illustrated his points with an examination of practical examples such as the design of baskets of health care and services and the implementation of fiscal instruments in the context of public health policy. Roxane Borgès Da Silva, Associate Professor at the School of Public Health, Université de Montréal, Fellow, principal researcher of the CIRANO Health theme and responsible for the CIRANO Pole on the Efficiency of Health Services and Policies animated the conference

Stéphane Verguet

Stéphane Verguet is an Associate Professor of Global Health in the Department of Global Health and Population at the Harvard T.H. Chan School of Public Health and a faculty member at the Harvard Center for Health Decision Science. He has two main research axes, both related to health systems, health economics and prioritization: (1) the integration of equity and financial risk protection dimensions in the economic evaluation of health policies with the development and application of the Extended Cost-Effectiveness Analysis (ECEA) methodology; and (2) the analysis of health systems performance, in particular the study of the integration of health services platforms and health systems modeling.
