This conference, organized by the CIRANO Pole on the Efficiency of Health Services and Policies, the Commissaire à la santé et au bien-être of Québec and the Centre de recherche en santé publique, took place on October 18, 2022.
Enhancing equity (e.g., equalizing health among individuals in a given population) and protecting against financial risk (e.g., preventing impoverishment due to the financial consequences of illness, such as out-of-pocket costs for health care) are fundamental goals of health systems.
Stéphane Verguet, Associate Professor of Global Health in the Department of Population and Global Health at the Harvard T.H. Chan School of Public Health and faculty member at the Harvard Center for Health Decision Science, discussed how to explicitly include these redistribution and equity goals in economic evaluations and public health priority setting. He illustrated his points with an examination of practical examples such as the design of baskets of health care and services and the implementation of fiscal instruments in the context of public health policy.
