Despite a healthcare system that promises universal and free access, there are major inequalities in the geographical distribution of general practitioners in Quebec. Not having timely access to appropriate care can lead to severe health problems, particularly for vulnerable people. Faced with this challenge, the Quebec government introduced various incentives in 1975 to influence general practitioners' choice of practice location. A CIRANO study (Fortin et al., 2025) shows that the measures introduced to attract family doctors away from Montreal and into the regions appear to have had the expected effect. This is particularly important given that people living in remote or isolated regions often have higher healthcare needs and live further from hospital centres than elsewhere.
