François Vaillancourt speaks in Spain on key issues of Canadian fiscal federalism

In November 2025, François Vaillancourt, CIRANO Researcher and Fellow, delivered two significant presentations during an academic visit to Spain.

On November 10, he spoke before the Regional Parliament of Asturias, offering a comparative analysis of Canadian arrangements and the challenges faced in Spain regarding the financing of Canadian provinces and Spanish autonomous communities.

On November 18, he was welcomed by the Institut d’Estudis de l’Autogovern of the Catalan government, where he presented the key principles and mechanisms structuring fiscal federalism in Canada, as well as the challenges the country faces at the beginning of the second quarter of the 21st century.

Drawing in part on expertise developed through work conducted at CIRANO, these presentations contributed to the ongoing debate in Spain on the financing of autonomous communities.
