CIRANO is proud to announce the appointment of Mr. Yves Giroux as Chair of its Board of Directors. A seasoned economist and experienced senior executive, Mr. Giroux brings to CIRANO his strategic expertise in public finance, economic and social policy, and governance, to support the organization’s mission: informing public decision-making through research.
Mr. Giroux holds a bachelor’s and a master’s degree in economics from the Université de Montréal and has held several high-level positions within the Government of Canada. He led the Social Policy Division at the Department of Finance, assumed strategic responsibilities at the Privy Council Office, and oversaw major transformation initiatives at the Canada Revenue Agency as Assistant Commissioner and Chief Data Officer. Later appointed Parliamentary Budget Officer, he helped establish the Office of the Parliamentary Budget Officer as an internationally recognized reference for the quality of its forecasts and economic analyses. He is currently Chair of the Board of Directors of the Association des économistes québécois.
Mr. Giroux fully embodies the values of objectivity, collaboration, and rigor that stand at the core of CIRANO’s mission.

Mr. Giroux succeeds Ms. Louise Roy, who chaired CIRANO’s Board of Directors from 2011 to 2025. CIRANO wishes to express its deep gratitude to Ms. Roy for her unwavering commitment and her decisive contribution to the institution’s development and influence.
