| In their last years of life, the elderly are often faced with multiple health problems, requiring increasingly complex and costly care. Is the Quebec healthcare system ready to adjust its service offering to meet the needs of an aging population?
To find out, it is essential to have a realistic picture of the use of healthcare services at the end of life, as proposed by Delphine Bosson-Rieutort (Université de Montréal, CIRANO) and her co-authors in a CIRANO study based on original data. The study shows how the cost of services soars in the last months of life, especially due to the costs associated with institutionalization.
Come and learn more about this research, hear the thoughts of three experts and take part in the discussion at a 5@7 on May 22 at CIRANO.
In a context where the government is considering moving away from a hospital-centric vision in favor of homecare, this meeting will be a unique opportunity to take part in the debate!
This event will be held in french. |

| | Governments, both federal and provincial, are making considerable financial efforts to develop and modify tax measures aimed at improving work incentives. But are these efforts really reaching their targets? In the CIRANO project report « Incitation au travail : perceptions et réalités », Nicholas-James Clavet (HEC Montréal), Xavier Dufour-Simard (HEC Montréal) and Pierre-Carl Michaud (HEC Montréal, CIRANO) document the evolution of work incentives from 2017 to 2023 and compare reality with perceptions. The study generated interest in the media, which widely relayed the authors' findings and reflections. |

| | The report « Les Québécois achètent de moins en moins de produits biologiques » looks at the impact of inflation on the consumption of organic products. As Ingrid Peignier, CIRANO's Senior Director of Partnerships and Research Valorization and co-author of the Barometer, explains, consumption of organic products is tending to stabilize in Quebec. In 2023, half of respondents said they wanted to maintain their consumption levels, while the proportions of those wishing to increase or decrease their consumption were balanced. The complete results of the 2025 edition (4th edition) of the Baromètre de la confiance des consommateurs québécois à l'égard des aliments, expected by this summer, will enable us to delve deeper into these findings and better understand the evolution of Quebecers' perceptions and behaviours regarding organic food, as well as a number of other issues. |

| | On April 11th, the 4th edition of the « Women in Economics » event was held, organized by Maripier Isabelle (Université Laval, CIRANO) and Catherine Michaud-Leclerc (Université Laval). Aurélie Campana, Dean of the Faculty of Social Sciences, highlighted the importance of the event, and Julie Gingras, Deputy Minister of Finance, was on hand again this year to discuss the place of economics women in the public service and on the labour market. Nicole Fortin (University of British Columbia (UBC), CIRANO) presented her study « Gender differences in career progress among PhDs in economics ». |

| | In a region with a severe shortage of physicians, the risk of not being able to access appropriate care in a timely manner can lead to severe health problems. In 1975, the Quebec government introduced incentives that aimed to influence general practitioners on their choice of where to practice. On May 20, Bernard Fortin and Josette Gbeto will present the results of this study and show how the measures introduced, which tried to draw family doctors away from Montreal toward remote areas, appear to have achieved their desired outcome. |

| | The combined effect of rising healthcare costs and government budget restrictions is limiting the resources that can be allocated to the healthcare system. Governments are therefore faced with trade-offs when it comes to allocating public funds. The level of prioritization of health is high in public opinion, especially in Quebec. Olivier Jacques (Université de Montréal, CIRANO) and Philippe Chassé will present the results of their recent CIRANO study as part of a panel of experts. |

| | | Twice a year, CIRANO publishes a collection of articles from the Revue PERSPECTIVES. The latest edition features five articles, three of them in English. CIRANO's aim is to raise the visibility of our work and expertise outside Quebec, particularly among federal institutions. We are also seeking to strengthen CIRANO's appeal as a Quebec reference center among decision-makers in other provinces, and to explore new avenues of collaboration on certain pan-Canadian issues. |

In this study, the authors document the evolution of work incentives from 2017 to 2023, highlighting in particular the great heterogeneity in the evolution of disincentives faced by taxpayers. Using an original survey, they compare reality with perceptions in order to measure the degree of public understanding of work incentives and specific tax measures. |

| Given growing budgetary constraints, governments are faced with difficult choices when it comes to allocating public funds between the various government functions. In this context, what are citizens' preferences when it comes to trade-offs between rising healthcare costs, taxation and other social policies? In this report, the authors show that Quebecers tend to prioritize healthcare spending to the detriment of other public policies, and to be highly dissatisfied with the healthcare system. |

| In this report, the authors propose a “dashboard of carbon emissions” resulting from activities specific to the management of a city. Their analyses show that carbon intensity per dollar spent is conditional on some strategic choices: use of electricity or natural gas for building heating, use of electric or gas-powered vehicles, selective waste collection and management with or without composting obligation. Other dimensions, such as the size of the municipality, may also have an effect on the carbon intensity of spending, but measuring their impact would have required a larger sample. |

| | | Despite the historically close relations that have enabled Canada and the United States to benefit from their trade integration, recent disruptions to world trade have challenged the foundations of this so-called protective interdependence. Since 2020, a number of research projects conducted at CIRANO have highlighted the structural vulnerabilities generated by this interdependence: saturation of logistics infrastructures, asymmetric exposure to shocks, overdependence on a single partner. These long-identified vulnerabilities now require concrete, targeted and coordinated responses. |
