In terms of equity and efficiency, do the transfer programs to municipalities from the Government of Quebec generate the expected benefits?

Jean-Philippe Meloche and François Vaillancourt presented the prominent facts of their latest CIRANO report « Adéquation des transferts aux besoins des municipalités. Quelques réflexions sur les enjeux d’équité et d’efficacité », published on February 23rd (Co-authors: Stephanie Boulenger and Brigitte Milord).
The report shows that the transfers to municipalities are coherent with the Quebec Government national policies. In spite of differences in resources and needs between municipalities, the actual system of adjustment seems adequate to satisfy the expectations in terms of equity. It seems that a complex problem exists though at the level of the transfers to the municipalities.

Based on the results of a study conducted by Catherine Haeck, CIRANO fellow, and Pierre Lefebvre, both Professors of Economics at Université du Québec à Montréal, the Ministère du Travail, de l'Emploi et de la Solidarité sociale and the Ministère de la Santé et des Services sociaux granted the Fondation OLO funding of 4.25 million over five years.

Georges Tanguay and Ugo Lachapelle, both CIRANO fellows and Professors at Université du Québec à Montréal, aim at establishing the characteristics of Quebec’s teleworkers and at evaluating certain potential impacts of such kind of work on commuting behavior, on health and on working hours.
